Why will the new yahoo toolbar 8.3 not install?

the orange/red banner states: there was a problem installing new toolbar 8.3, please try again and when the window opens up click run and follow instructions, which i have like 3 times in succession but no toolbar, do i have to throw the old toolbar 7 out first?|||sure. thats what you need to do
